Warren, Niles and Girard carry a large stock of pre-1950 housing built during the manufacturing years — galvanized supply lines that have narrowed with corrosion, cast iron drain stacks, and block or stone foundations. Howland, Champion and Cortland filled in with post-war and modern subdivisions running copper and PVC. The two eras fail in completely different ways, and a house built in 1925 in Warren needs a different conversation than one built in 1995 in Howland.
